The debt of love and the fulfillment of the law (Romans 13:8–10)
Says “Be indebted to no one, except to one another in love. For he who loves his neighbor has fulfilled the law” (13:8, BSB). Selected commands against adultery, murder, theft and coveting, and any other commandment, are summed up in neighbor-love (13:9). Paul does not quote all intervening verses in Exodus 20 or Deuteronomy 5. See note.language.Rom.13.9.decalogue and note.language.Rom.13.9-Rom.13.10.lev-19-18. “Love does no wrong to its neighbor. Therefore love is the fulfillment of the law” (13:10, BSB).
Uncertain No lean is taken here. “No one” and “nothing” ground a ban on all borrowing; preceding dues (13:7) ground not leaving obligations unpaid. The first must explain obligations of honor; the second, the absolute negatives. “One another” and the church address ground believer-only scope; “another,” “neighbor” and Lev 19:18, 34 ground any-person scope. Each must account for the other wording. Ethical-intent fulfillment appeals to love doing no wrong; summary to the gathered commands; covenantal accounts to “law” across Romans. The first must explain “law,” the second “fulfilled” rather than merely recited, and the third its precise covenantal reach. These verses do not settle those accounts.
Implies Love neither licenses the listed wrongs nor earns justification. See the righteousness and crediting notes on Rom 3:21–26 and 4:3–8, the genuine-love note on Rom 12:9–16, and note.language.Rom.13.8-Rom.13.10.opheilete-pleroma.
