Introduction to Romans 9:1–33: Paul's anguish for Israel, God's word that has not failed, and the stone of stumbling

Says Paul has "deep sorrow and unceasing anguish" (9:2, BSB) for his kin, "the people of Israel" (9:4, BSB). "It is not as though God’s word has failed. For not all who are descended from Israel are Israel" (9:6, BSB). The chapter closes with Gentiles who "have obtained it, a righteousness that is by faith" (9:30, BSB) and Israel who "stumbled over the stumbling stone" (9:32, BSB).

Implies The question the chapter answers is whether God's promises to Israel have failed, given that many in Israel have not believed (9:1–6; compare 3:3–4). Paul answers from God's own way of choosing within Abraham's family (9:6–13), from his freedom in mercy and hardening (9:14–24), from the prophets (9:25–29), and from Israel's pursuit of righteousness "as if it were by works" (9:30–33).

Structure. Part 1, 9:1–5: Paul's anguish and Israel's privileges. Part 2, 9:6–18: the word that has not failed, and mercy and hardening. Part 3, 9:19–29: the potter, the vessels, and the prophets, with a doctrinal note on how election works in 9:6–24. Part 4, 9:30–33: righteousness by faith and the stone of stumbling.
