ἐκ πίστεως εἰς πίστιν: "by faith from start to finish"
Says Paul repeats πίστις with ἐκ ("from/by") and εἰς ("to/for"). The same ἐκ πίστεως then opens the Hab 2:4 citation.
Says Paul uses the ἐκ X εἰς X pattern elsewhere to intensify: ἐκ θανάτου εἰς θάνατον and ἐκ ζωῆς εἰς ζωήν (2 Cor 2:16). Ps 84:7 (LXX 83:8), ἐκ δυνάμεως εἰς δύναμιν, has a similar pattern.
There are four main construals. - (a) Intensive: "by faith from start to finish" (BSB). This is the team's preference. - (b) From God's (or Christ's) faithfulness to human faith. - (c) From the preacher's faith to the hearer's faith. - (d) From OT faith to NT faith.
Implies εἰς πίστιν picks up "everyone who believes" (παντὶ τῷ πιστεύοντι) in 1:16, so at least the second half of the phrase refers to the believer's faith.
Uncertain Whose faith is meant in ἐκ πίστεως. The team reads both halves as the believer's faith. 1:16 has just named the one who believes, and Paul elsewhere uses ἐκ πίστεως from Hab 2:4 for human faith (Gal 3:11–12; Rom 3:30; 5:1). Rom 3:26 (τὸν ἐκ πίστεως Ἰησοῦ) is not counted here, because it is itself disputed in the πίστις Χριστοῦ debate. This agrees with note.language.Rom.1.17.paul-hab-2-4 and with the commentary on 1:17. Some evangelical interpreters hold reading (b), God's or Christ's faithfulness; the commentary states it fairly but does not adopt it.

- Impliesεἰς πίστιν picks up 'everyone who believes' (1:16), so at least the second half refers to the believer's faith.
- UncertainWhose faith in ἐκ πίστεως: the team reads both halves as the believer's (1:16; Gal 3:11; Rom 3:30; 5:1); some evangelicals hold God's/Christ's faithfulness to human faith.
